Yes. The winner is drawn with crypto.getRandomValues before the spin starts, and the animation is only a display of that result.
How many entries can I add?
Up to 100. With many entries the text gets smaller, so short names work best.
Can I give one option more chances?
Add it more than once. Two lines with the same text means twice the chance.
